我国行政民主化发展的制度选择——从法治的视角

行政民主化已成为当今世界公共行政改革的潮流,也是我国行政改革和行政法发展的必然趋势。我国行政民主化自20世纪90年代以来取得了较大进展,但制度化建设不高。在法治视野下,从程序法制建设、政务公开制度、行政参与制度、权力制约监督制度、政府责任机制建设等五个方面加强行政民主化的制度建设对于推动我国行政民主的发展具有重大意义。

The System Choice of Administrative Democratization in China——In the Perspective of Rule of Law

The administrative democratization turns out to be the trend of public administration reform and it's also an inevitable trend of the administrative reform and the development of administrative law in China.Great progress has been made on the de-mocratization of administration in China since the 1990s,but the institutionalization is not high.It has great significance for the development of administrative democratization by building the procedural of law,the open system of government,the system of adminis-trative participation,the power monitoring system and the government accountability mechanisms.
