| 摘 要： | 府际合作组织形式的松散化和低制度化成为制约地方政府进行深层次合作的一个重要因素。通过地方政府的权力让渡而成立的区域协调董事会制度不仅能够使得地方政府的合作机制稳定化,而且还能够参与某些区域内公共问题的治理和公共产品的提供,从而促进地方政府之间的深层次合作。

| Abstract: | Loose and low institutionalized organization form has a negative influence on deep cooperation among local governments.Area Coordinating Board which is establishied by power transfering of local governments can not only make the system of cooperation become stable,but also take part in administrating area public problems and supplyinig area public goods.It can promote cooperation on deep level among local governments in the same economic area. |
