The in-depth promotion of“Internet+government service”requires the construction of evaluation and accountability system to provide institutional support.The value criterion of“Internet+government service”evaluation is the unity of value rationality and instrumental rationality,and its content composition should have the organizational value,economic value and social value,and in terms of specific selection,we should consider six aspects including political support,information transparency,quantifiable degree,evaluation purpose,openness of evaluation and institutional level.The accountability mechanism of“Internet+government service”includes the social accountability of citizen participation,administrative accountability based on administrative operation management,and performance accountability for project evaluation.There is a high degree of consistency between the evaluation and accountability of“Internet plus government service”,and we need to work on three fronts from the establishment of assessment of accountability for the center with the public satisfaction guidance,strengthen the accountability main body and content integration,and improve the institutionalization of assessment and accountability to realize the system synergy between the two and form each other to promote interaction.
