| 摘 要： | 在突发事件应急处置的过程中,静态预案可以为事件的处置提供基本的程序依据,能够解决同类突发事件中的"共性"问题,但由于现场信息的局限性,对于单个事件的"个性"问题的处置则表现出一定的滞后性。而基于现场信息的"提前录入"和GIS技术在事件发生后迅速生成的动态预案则对于单个应急事件处置效率和效果的提升具有静态预案无法替代的功能优势。 |
