| 摘 要： | 实现公民参与的有序性是公共危机治理的重要目标与难点。如何建构公共危机治理中公民参与机制是理论和实践中必须回答的问题。基于治理理论视野,提出建构公共危机治理中公民参与的五大机制:推行公共危机治理公民参与的责任机制;建构公共危机治理的公民教育机制;优化重大灾害性公共危机动员机制;建建重大灾害性公共危机沟通机制;建建志愿者及其公民组织制度化参与机制。
