加强和改善社会管理对政府建设提出的要求

社会建设滞后、社会矛盾多发是当前和今后一段时期我国社会面临的、具有紧迫性、全局性的重大问题。加强社会建设、改善社会管理,是各级政府当前和今后一段时期内的工作重心之一。做好这一工作,必须按照以下要求加强政府自身建设:由建设型政府向公共管理型政府转型;由事业领导型政府向公共服务型政府转变;由行政命令型政府向法治政府转变;由权威型政府向平民化、亲民化政府转变;由封闭型政府向开放、透明型政府转变;由无限权力的政府向有限权力的政府转变;由权力、责任不对等向责任政府转变;由管治社会的政府向与社会合作的政府转变。各级政府应加快更新思想、观念,创新体制、机制,革新方式、方法,使政府自身建设与社会发展趋势相一致,为加强社会建设、改善社会管理提供体制保证。

On The Requirements to Government from Social Construction and Social Management

Social construction＇s lagging behind and social contradiction＇s occurring frequently is a very important issue and task of China and we have to be faced with it for a long time. To do this job well requires government to realize a series of changes, for example, from the constructive government to the type of public management government, from the government of leading every social undertak- ings to the government of public service, from the government of only issuing administrative order to the government under the rule of law, from the authoritative government to the people＇s government, from the self closed government to opening and transparent govern- ment, from unlimited and powerful government to limited-power government, from power and duty＇ unequal to responsible government, from the government of controlling society to the government which cooperates with social organization. As long as all levels of govern- ment reform according to the requirements above, a system ensuring should be provided to social construction and social management.
