| Abstract: | The Master State Plan for Rapid Response to Public Emergencies completely reflects the value orientation of public administration at present.It shows us a new concept on how the government response to public contingency.We should study and master these spirit and concept with great attention.Only in this way can we positively take the initiative in resolving all kinds of incidents and make the management of emergency more humanism,scientific and law abidingly. |
