加强公安机关领导干部队伍建设刍议

当前形势下,要培养和建设高素质的公安机关领导干部队伍,必须正确认识和处理"高学历"与"高素质"的关系,克服和纠正"高学历"就是"高素质"的认识与做法;正确认识和处理年龄与德才的关系,克服和纠正"年轻化"就是"青年化"的认识与做法;正确认识和处理制度与自律的关系,克服和纠正重自律轻制度的认识与做法;正确认识和处理依法治警与依法治官的关系,克服和纠正重民警管理轻领导干部管理的认识和做法;正确认识和处理做人与做官的关系,克服和纠正只顾做官忽视做人的认识与做法。

A Tentative Study of Building up the Ranks of Public Security Leaders

Under current circumstances, if we want to build up a contingent of public security leaders with high qualities, the relationship of "high record of formal schooling" and "high quality" must be thoroughly understood and adequately handled. The misunderstanding of equating "high record of formal schooling" and "high quality" must be cleared up. In the meanwhile, the following four relationships should also be properly dealt with: the relationship between age and virtue, the relationship between system and self-discipline, the relationship between ruling the police according to law and ruling the officials according to law and the relationship between being an upright person and being an official.
