从学习型政府走向研究型政府

近年来,在“学习型组织”理念滥觞的话语背景下,“学习型政府”也成为流行一时的新概念。相对于“长官意志”和“论资排辈”而言,“学习型政府”无疑具有进步意义。但“学习型政府”仍存在着被动学习、目标不明、学用脱离、成本高昂等局限性。为了提高各级政府的科学管理水平和政策驾驭能力,政府管理在理念上需要从“学习型政府”走向“研究型政府”,并通过推进政府信息公开、完善决策咨询机制、建立政府与学者互动机制,建构具有前瞻性思维和追求卓越境界的政府运行新体制。

From Learning Government to Researching Government

In recent years, in the discourse context of the widespread concept of "learning organization", "learning government" has become a new popular concept too. Comparing with "authoritative will" and "giving top priority only to seniority", concept of "learning government" is undoubtedly progressive but it still has the limitations of passive learning, obscure target, gap between learning and application and high cost, etc. In order to improve the ability of scientific administration and policy application of governments at various levels, government administration need to change the concept from the "learning government" to "researching government" and build a new government operation system with perspective thinking and seeking for an outstanding realm by accelerating the openness of government information, improving decision-consultation mechanism and establishing an interactive mechanism between government and scholars.
