党内“一把手”体制的由来、危害与治理

"一把手"现象是党内长期以来普遍存在的一种现象,而且已经演变为事实上的党内"一把手"的体制形态,从而对发展党内民主、建设社会主义民主政治造成了诸多不良后果,严重破坏了党的民主集中制原则,阻碍了党内民主的健康发展,背离了社会主义民主政治的发展趋势。亟待引起各级党组织足够的重视,深刻认识"一把手"体制的严重弊端和危害,痛下决心根除这一顽疾。需要建立健全监督机制,尤其是要加强制度监督,完善制度体系,增强制度的可操作性。

Origin, Harm, Treatment of “Number-one Leadership” System in CPC

The phenomenon featuring "Number-one leadership" has long been a common presence within the CPC activities,and has evolved into a de facto "Number-one leadership" system within the Party.This system has caused a number of adverse effects,hindering the development of inner-party democracy and the building of socialist democracy,seriously undermining the CPC principle of "Democratic Centralism",obstructing the sound development of democracy within the Party,and deviating from the development trend of socialist democratic politics.These issues call for urgent attention from CPD organizations at all levels by clearly discerning the serious mistakes and harms of the so-called "Number-one leadership" system and determining to eradicate this stubborn "disease".We need to establish and improve supervisory mechanism,especially systematic supervision in a framework with more operability.
