| 摘 要： | 网络舆论具有两面性。公安机关应加强网络舆论情报工作机制建设，要明确网络舆论情报工作机制建设的目标、任务以及网络舆论情报工作内容，在此基础上，建立健全网络舆情信息搜集机制、汇总机制、分析研判机制、情报产品传递与服务机制、舆情应对与引导机制等五大机制，并加强专业人才队伍、组织机构、管理制度与文化、方法与技术、基础设施以及社会关系网络等六大保障体系建设。

| Abstract: | Net-mediated public opinion has dual influences.The public security organs should strengthen the working mechanism construction of the net-mediated public opinion intelligence by making it's target,tasks and content clear.According to it,we should establish five mechanism,including collection mechanism,gathering mechanism,analysis and judgment mechanism,transmission and service mechanism,coping and guiding mechanism of the net-mediated public opinion intelligence etc.,and strengthening the construction of the following six guarantee systems,including professional intelligence personnel,organization institution,management system and organization culture,methods and techniques,basic facilities and social network. |
