加强社会治安综合治理,推进安全社区建设,对于构建社会主义和谐社会具有十分重要的意义。城市社区安全防范体系的构建,应做到以打促防,抓好住宅小区、内部单位、城乡结合部社区的安全防范和社会面控制、流动人口管理等工作。要认真分析掌握城市治安的规律,不断总结社区安全防范的经验教训,把握不同时期社会公共安全的热点、难点问题,充分调动和发挥社会各阶层搞好安全防范的主动性和创造性,以推进安全社区建设,努力构建和谐社会。
