The widely permeating of Internet into people's life declares the arrival of the digital era, which brings people with great conveniences and benefits as well as new big problems such as on-line crimes. We must take some active measures to prevent and control on-line crimes as soon as possible.This article makes an analysis of the reason why this new type of crimes nowadays becomes so rampant from three different ways : The cost of crime; the ethic and moral on line, the problems of Internet itself, thereby drawing a conclusion that the people's wrongdoing leads to the rampancy of the crime.
