| 摘 要： | “信”是中国传统道德中的重要范畴和行为规范之一，警察的性质和宗旨决定了警民之间必然形成一种“公仆”与“主人”、“鱼”和“水”、“木”与“本”的关系，这种关系要和谐，就必须以信任为前提和基础。在信任产生的过程中，警察处于主导的、先行的地位。当前，影响人民群众对警察信任存在五种不刑因素，应当科学把握信任产生的规律，进一步加强警察公共关系建设，全面建设警方信任体系和机制，构建和谐的警民关系。
