派出所治安刑事案件考核比例倒挂现象分析

量化考核是目前单位内部管理的普遍做法,但考核指标的科学性有待于进一步完善。以派出所"治安与刑事案件立案数之比"的考核指标为例,在立案标准长期不变的条件下,治安与刑事案件立案数之比为2∶1,从理论与实际、来源与现状、公安与司法、经济与危害等多方面分析都存在明显的问题。应调整刑事案件立案标准,以适应当地的经济状况,从而真正发挥目标管理的激励作用和抑制犯罪的宏观调控作用。

Analysis of the Assessment Index Inversion between Public Security Cases and Criminal Cases in Local Police Station

Quantitative assessment is a common practice in management. But its scientific nature needs to be further discussed. Take the assessment index between public security cases and criminal cases made by some local public security bureau for the police stations as an example, under the condition of constant standard for filing a criminal case, the ration of the public security and criminal cases is 2 ： 1, there are obvi- ous problems in theory and practice, source and current situation, public security and judicial, economy and hazard analysis and so on. We should adjust criminal cases filing standard according to the local economy, in order to give full play to the target management incentive effect and crime macro-control.
