| 摘 要： | 公安信息系统都具有保密性和封闭性，这给信息资源共享利用造成巨大障碍。通过研究RBAC控制和管理技术，提出利用RBAC模型和跨数据库检索技术结合实现数据分级加密和共享的模式，完成公安保密系统的跨信息系统、跨警种共享和资源互补利用，从而解决公安信息系统的保密性和资源共享的矛盾。
