群体性事件的预防机制研究

近年来,随着经济社会的发展,群体性事件日渐增多,并成为我国转型时期社会冲突的重要表现形式之一。群体性事件的产生,既影响了社会的稳定、党群之间的关系,又破坏了政府的形象。为此,结合当前行政机关处置群体性事件的工作实际,积极构建群体性事件的预防机制,建立一套科学合理、规范有序、相互联动的预防预警机制、调解机制、司法保障机制、应急处置机制和责任追究机制,做到未雨绸缪,防患于未然。

Study on the Preventative Mechanism against Mass Contingency Events

There are increasing incidents of mass contingency events with Chinese social-economic development for recent years.These mass contingency events become one of important forms of social conflicts in this profound changing period of transformation of the Chinese society.Occurrences of the mass contingency events undermine the social stability and destroy relationships between the Communists' Party and the mass people as well as sabotage image of the governments.Therefore,according to current working needs of administrative dealing with mass contingency events,the preventative system against mass events should be actively established.This set of system will be scientific,standard and interacting.The contents of the sub-systems include in the preventative police alert,reconciliation,judicial safeguard,emergency package and responsibility ascertain.These preventative measures should be taken before it gets too late and the problems should be nipped in the bud before they get out of hand.
