试论基层公安机关人事制度改革问题

随着西部大开发的深入实施和社会主义市场经济体制的进一步发展 ,基层公安机关继续沿用计划经济体制下的人事管理制度与变化了的新形势已不相适应。为调动广大干警的工作积极性 ,建立一套与市场经济相适应的 ,能充分体现能者上 ,平者让 ,庸者下的充满竞争活力的用人机制 ,在基层公安机关推行科、所、队长竞争上岗的“聘任制”和民警的“聘用制”是基层公安机关人事制度改革的方向。
