| 摘 要： | 美国墨西哥湾石油钻井平台泄漏事件尚未淡出人们的视线，2010年7月16日我国大连海域又发生一起油管爆炸事故，导致一千多吨石油泄漏，给当地的海洋环境、渔业资源、旅游资源造成难以弥补的损失。通过此次油污事件，可以看出我国在预防、处理海洋石油污染，以及相关赔偿方面缺乏一个行之有效的法律体系。随着我国的经济发展，中国已经成为石油进口大国，为了应对迫在眉睫的海洋污染问题，我国的油污立法亟须完善。

| Abstract: | After the American Mexico Gulf oil pollution, another oil leaking accident happened in Dalian on July 16, 2010. The explosion caused more than 1000 tons of oil leaking, and has been blamed for the damages for local environment, fishery and tourism industry. We learnt from this accident that China lacks of a efficient legal system in dealing with the ocean oil pollution, and it is hard for the pollution victims to get compensated. With China’s development as a shipping center, it is necessary for us to improve our oil pollution compensation legal system. |
