| 摘 要： | 随着通讯技术的飞速发展,近年来利用固定电话、手机、网络等通信工具实施的非接触式的诈骗犯罪在我国各地迅速蔓延,呈爆发式增长,严重影响了社会秩序以及人们的日常生活.分析电信诈骗犯罪的起源及发展,发现电信诈骗犯罪发展之迅速、手段翻新之快的原因,能够为打击预防电信诈骗犯罪做好基础性工作,进而可以做出有针对性的打击防范此类犯罪的对策.

| Abstract: | With tile rapid development of the communication technology in recent years, non-contact fraudulent crimes by using fixed-line telephones, mobile phones, lnternet and other conununication tools are quickly spreading our eountry, showing explosive growth, and have seriously affected the social order and people＇s everyday life. This thesis discusses that analyzing the origins and process of telecom fraud and trying to discover the reasons behind the fast developing Telecom fiaud in wtrious forms will help to consolidate the groundwork for fighting against and preventing telecom crimes, and then to find out targeted countermeasures. |
