论建立法制化的程序与实现民主政治的辩证关系

实现中国政治的制度化、法律化是一个长期的过程 ,这既是一个建立和完善民主政治的过程 ,同时也是使中国从传统“人治”转变为法治的过程。依法治国、建立社会主义民主政治必须依靠法制化的程序来实现。必须健全各种法律制度 ,转变党政机关的职能 ,确保决策的民主性、科学性 ,提高广大人民群众的参政议政意识。

On the Dialectical Relationship of the Process to Esablish Legalization with Realizing Democratic Politics

To achieve political institutionalization and legalization in China requires long period of efforts. That means the establishment, perfection of political democracy or a transformation from the old political system of "rule by man" to rule by law. A legalized procedure is essential to establish a socialist democratic politics based on law. However, the development of such a procedure must perfect every legal institution, transform the function of the Party and Government Organization, ensure the making of democratic and scientific policies, and enhance people's participating and discussing the governmental and political affairs.
