| 摘 要： | 国际权威研究表明,全球电子政务的实践出现了诸多问题。我国作为发展中国家,现阶段存在十大电子政务的困境:理念认知不足,基础建设不足,风险估计不足,整合力度不足,缺乏明确的战略规划,缺乏必要的法律保障,缺乏有效的管理机制,价值导向错误,服务对象偏离,实现途径单一。这种复杂性说明,中国电子政务建设,需要应对来自多领域、多层次的挑战。

| Abstract: | International authoritative research indicates that there are a good many issues in the practice of E-gov worldwide. China,as a developing country nowadays,has ten predicaments of E-gov in existence. They are,namely,deficiencies in notion,infrastructure,risk estimation,conformity, clear strategic planning,necessary legal safeguard,and effective management mechanism,along with the mistake in value orientation,the deviation from service target,and the singleness of realization approach. |
