| 摘 要： | 建立生态补偿机制是深入实施新一轮西部大开发的重要内容。我国生态补偿机制存在着多方面的实践和理论缺陷。这些缺陷导致惠及东部和全国的生态治理相当程度上是在西部单方面付出情况下进行，尤其是西部少数民族地区当地各族农民单方面付出情况下进行。在理论层面，现行生态补偿理论主要局限在生态补偿的必要性、政府税收方面，不足以解决当地农民“失有所得”问题。为此，应该以“补偿还原”为核心和主要改革方向，进行中国生态补偿的机制建设。

| Abstract: | The construction of Ecology Compensation Mechanism is the main content of West Development in the new round. However, there are still considerable defects in its establishment at both practice level and theory level. This article suggests that the mechanism should be established on the ＂Compensation and Resumption＂ basis. |
