| 摘 要： | 新型城镇化是我国现代化进程中的一个带有全局性、战略性的重大问题。文章从现代化进程视角简要分析了新型城镇化建设的重大意义,进而阐述了我国新型城镇化进程中面临的户籍制度、土地制度和社会保障制度这三大制度瓶颈问题及其改革思路,最后提出了新型城镇化发展所应坚持的全域化统筹理念,在全域化统筹发展中协调推进新型城镇化建设。

| Abstract: | New urbanization is an overall and strategic issue in the urbanization process in China. The elements including the significance, the three main mechanisms （the household registration system, the land system and the social guarantee system）, and the thought regarding relevant reform are discussed in this article. Finally, it is sug- gested that a global arrangement philosophy should be adopted in the development of new urbanization. |
