| 摘 要： | 中国的节能减排亟需确立轻重缓急,权衡各种方案的利弊得失。它既要发挥市场的主体功能,又有赖于政府宏观调控弥补市场缺陷;既要确保经济增长活力,又要兼顾生态环境的保护;既要努力提高传统能源的利用效率,又要为潜在的新能源变革做好准备;既要承担国际责任,又要维护中国的发展空间。

| Abstract: | Priorities,gains and losses must be weighed in policy making regarding energy conservation and emission reduction in China.The policy-makers should consider these balances,namely,the dominating role of the market and the government's macro-regulation,economic dynamism and the protection of the ecological environment,the improvement of the efficiency of traditional energy and preparation for the prospective new energy revolution,China's international obligations and its space for development. |
