新兴国家参与全球治理的成就与挑战——兼论中国的对策

进入21世纪以来，新兴国家的崛起对西方国家主导的全球治理体系产生重要影响。通过对全球治理的积极参与，新兴国家为国际社会提供了新的合作机制雏形和多样化的经济发展模式，提升了自身在国际事务中的话语权。但新兴国家在参与全球治理方面仍面临一系列现实挑战：国际格局尚未改变，受制于现有大国；新兴国家间差异大，磋商机制效力不足；各国经济存在短板，制约着其治理作用的发挥。作为新兴国家群体的一员，中国在参与全球治理进程中，应坚持发展中国家定位，以全球经济治理为主攻方向，注重新兴国家内部合作，并与西方传统大国积极协调，构建合理、公正、有效的全球治理体系。

Achievements and Challenges of Emerging Countries in Their Participation in Global Governance and China＇ s Countermeasures

In the 21st century, the rise of some countries has exerted great impact on the global governance dominated by the West. The emerging countries provide an embryonic form of the new cooperation mechanism for the international community and a variety of economic development patterns, enhancing their role in international affairs through active participation in global governance. However, in so doing, the emerging countries face a series of challenges such as their subjection to the existing powers, inefficiency of the current consultation mechanisms since big differences exist between emerging countries, and their economic vulnerability. As an emerging countryt, China should adhere to the principle of independence, precise positioning of global economic governance as its core mission, and the focus on the cooperation among those emerging countries. To this end, China should make concerted efforts with traditional powers in constructing a reasonable, fair and effective system of global governance.
