从公共政策合法性基础看当前我国贫富差距问题

公共政策合法性存在的基础有二 :一是社会公众对现行政治体系下社会各组成部分的利益分配模式的认同 ;二是社会公众对政治体系中统治者所推崇的主流意识形态的承认。其中第一方面基础是最主要的。当前 ,我国社会收入分配不公 ,贫富差距不断扩大 ,这必然动摇公共政策合法性的基础 ,导致对公共政策合法性的冲击。因此 ,必须采取相应措施 ,缩小贫富差距 ,维护公共政策合法性

A Discussion of the Gap between the Poor and the Rich in Present China from the Point of the Legitimate Basis of the Public Policy

The legitimate existence of the public policy has two bases: one is the public recognition of profit distribution pattern among different social component parts under the present political system; the other is the public acceptance of the main ideology in the political system. Advocated by the ruler,the first basis occupies a major place. At present, the unfair distribution of the social income and the widened gap between the poor and the rich are bound to legitimacy the public policy. Therefore, it is imperative to take corresponding measures and narrow the gap between the poor and the rich and maintain legitimacy of public policy.
