| 摘 要： | 在全球风险社会的背案下，由于我国正在进行着急剧的双重社会转型，这必然使我国置于更为复杂的转型风险社会的背景之下。转型风险社会导致了问题的“井喷”现象，使我国的社会安全面临严重的挑战。为了应对这一挑战，从社会政策的角度来看，我国应该建立起以风险意识为取向的积极社会政策，从而构建起整个社会的“安全网”，维护社会的和谐。

| Abstract: | Under the background of the whole world risk society, China will face more complicated social risk since it is experiencing rapid dual social transformations.The risk society during transferring period has resulted in problems with "blowout" phenomenon which will be confronted with severe challenges for Chinese society security.To replay these challenges,China should make the active society policies based on risk consciousness and construct the social "safety net" for the harmonious society. |
