东盟地区论坛与预防性外交

预防性外交是冷战后亚太安全合作中的新课题，也是东盟地区论坛（ＡＲＦ）的一个　重要发展阶段。近年来，ＡＲＦ在致力于建立信任措施的同时，已展开对预防性外交的研究与　探讨。尽管ＡＲＦ成员在预防性外交的干预性和机制化等问题上存在较大分歧，但为保持ＡＲＦ的　发展势头，经磋商与妥协，各方开始在一些方面达成初步共识。２００１年通过的《ＡＲＦ预防性　外交的概念和原则》等文件，正是这些初步共识的体现。

ASEAN Regional Forum and Preventive Diplomacy

Preventive diplomacy is a new topic of Asia-Pacific security cooperati on after the Cold War as well as an important phase of ASEAN Regional Forum (ARF ) development. In recent years, while ARF is devoted to confidence-building mea sures, it has also made research and discussion on preventive diplomacy. Althoug h the ARF members have different ideas about the interference capacity and the i nstitutionalization of preventive diplomacy, in order to keep ARF development on track, the parties begin to cement a tentative consensus after discussions and compromises, as reflected in 2001 year's ARF Concept and Principles of Preventiv e Diplomacy.
