| 摘 要： | 侦查程序改革是侦查程序中各方主体利益的重新分配，侦查程序中必须要体现出侦查程序所应当遵循的价值理念：自由与秩序并重理念、正当程序理念和公平与效率并重理念。我国要实现这些价值理念，必须坚持外国经验与本土资源相结合．充分考虑改革的现实基础和可行性以及政府、公众、媒体对侦查效率下降的承受力，并加大侦查程序改革的物质保障等。侦查程序改革的方法必须要自始至终与基本价值理念相融合。

| Abstract: | Reformation of investigation procedure is the redistribution of each principle parts＇ benefit,there must be incarnate the valuable conception in investigation procedure;conception of pay equal attention to freedom and order, conception of proper procedure, conception of pay equal attention to justice and efficiency.Through a se- ries of measures can turn these valuable conceptions to truth, include combination of foreign experience and local resource;reformation must have practical basic and feasibility;consider the endure of government, public and media which caused by fall of investigation efficiency;increase the material ensure of reformation of investigation procedure. The methods of reformation of investigation procedure must be combined with basal valuable conception. |
