中国海外公民与利益免受恐怖袭击的执法保护问题研究

伴随着中国崛起,我国在世界范围的海外国际利益分布扩大,与他国及特定集团的利益矛盾冲突增大,竞争环境更激烈。保护的海外利益价值与份量增大,利益受损的影响性也更大。在反恐问题日趋政治化与敏感化的形势下,从保护海外公民利益着眼,将外交与领事保护和执法保护完整有序地结合,达到促进中国公民与海外利益安全保护的完整性的目的同时,实现反恐与保护公民利益的双重目的。海外利益的执法保护进程将促进"以人为本、执政为民"的思想在涉外安全保护的执法实践中的具体落实。
