| 摘 要： | 在经济发展过程中 ,应该是政府的作用多一些还是市场的作用多一些 ?文章分析了与这一问题相关的政府改革———管制改革、私有化政策及分权化政策 ,得出结论 :在经济发展进程中 ,政府要继续扮演重要角色 ;地方政府和非政府组织的作用将日益凸显。

| Abstract: | Which should play a dorminant role in economic development, the government or the market? Based on the analysis of governmental reforms, regulation reforms, privatization policies and devolution policies, the article comes to the following conclusion: local governments and non-governmental organizations will play an increasing role while the central government continues to play an important role in economic development. |
