| 摘 要： | 公众参与立法对于社会主义政治文明建设具有重要作用。公众参与立法的范围、程序及其法制化程度,都在一定程度上表明了社会主义政治文明的发展程度。改革开放以来,我国民主法制建设得到飞速发展,表现在立法方面,就是立法质量得到逐步提高,这一过程伴随着公众立法参与度的逐步提高,见证了新时期中国政治文明的逐步发展。入世则赋予了民主立法更丰富的内涵,公众参与立法无论作为民主理念抑或民主制度都值得我们加以更多关注。

| Abstract: | Public participating in legislation plays an important role in political civilization construction. The legalized scope and procedure of public participating in legislation mark the developing of our political civilization construction. From 1978 on, we have been making efforts to improve the quality of legislation, which also witnesses the gradually progress of our political civilization. The China's entry into WTO also means a lot to the democratic procedure in legislation. |
