城区政府构建"整体性政府"的路径选择——以上海市X区为例的分析

城区政府在我国政府层级体系中处于承上启下的地位,是城市政府两级政府、三级管理体系的中间层级,其改革具有自身的特殊性。构建整体性政府是城区政府改革的主要指向,是大部门制改革的重要目标。大部门制改革的理论基础是以公民导向和功能主义凸现的问题导向来整合公共部门,核心是整合和协同,目标是形成整体性治理结构、建立整体性政府。整体性政府要求的不仅仅是政府机构之间做减法,也不仅仅是做加法,而是要求政府在提供公共服务方面做乘法。本文以上海X区政府为例,分析城区政府建设整体性政府的路径选择,提出建设整体性政府应当从垂直方向、水平方向、电子化方向等方面全面考虑政府改革的战略和策略,从合理职能定位—完善政府结构——改进工作机制——转变管理方式——促进队伍优化等方面系统思考。
