责任政府建设的行政法治途径及其政治生态支撑

责任政府是政府管理体制改革的价值取向和根本目标。建设责任政府必须纳入行政法治的框架,通过完善明确政府责任的法律和制度,建立政府内外的控制机制,使政府成为真正为人民而存在的政府。同时,必须注重与责任政府相适应的政治体制改革、政府职能转变以及责任行政、法治行政文化等政府生态环境的建设。

The responsibility government is the value orientation and basic goal of the reform of government management system. The construction of responsibilit y government should be included into the frame governed by law. And through perf ecting and clearing the law and system of government's responsibility, setting u p the controlling mechanism inside and outside the government, the government wi ll become the one which really exists for people. At the same time, we must pay attention to government construction of ecological environment, such as the poli tical structure reform in conformity with responsibility government, the transfo rmation of the government functions and responsibility administration, administr ative culture of ruled by law ,etc.
