坚持依法执政 改革和完善党的领导与执政方式

发展社会主义民主政治,最根本的是坚持党的领导、人民当家作主和依法治国的统一。实现三者的协调统一,必然要求执政党依法执政。贯彻依法治国基本方略,必须提高执政党依法执政水平,必须在制度和法律上坚持和保证党的执政地位,改革和完善党的领导方式、执政方式和领导体制,根据宪法的规定和人民代表大会制度的要求,理顺党组织和国家政权组织的关系,实现党对国家和社会领导的制度化、法治化。

Persisting in being in Power According to Law, Reforming and Improving the Party's Means of Leadership and Governance

The key to develop socialist democracy is to persist in the Party's leadership, people being the masters of the country and ruling the country by law. To realize the integration and harmory,the party in power is required to rule according to law. To carry out the basic policy of governing the country by law, we must improve the Party's art of being in power according to law, uphold and guarantee the ruling status of the Party, reform and improve the Party's style of leadership and governance as well as its leadership system, harmonize the relationship between the party system and state power organization according to the regulation of the constitution and the demand of people's congresses and make the leadership of the party more institutionalized, standardized and procedural zed.
