| Abstract: | The key factor for the developing countries to get rid of the predicament of the frustration of modernization is the government capacity＇ s reconstruction. Analyzing the manifestations and causes of the government capacity＇ s deficiency can point out the realizing routes of the government capacity＇ s reconstruction in the process of modernization, which starts with the concept and behavior factors affecting the government capacity＇ s construction. |
