基于公安情报的治安预警体系研究

治安预警和公安情报都具有预测、防范功能,都是增强公安机关驾驭社会治安局势能力的有力手段。建立基于公安情报的治安预警体系,是公安机关有效应对当前严峻治安形势的迫切需要,也是公安信息化建设、情报主导警务战略实施以及公安大情报体系建设的必然结果。将公安情报工作融入治安预警活动,就构建了基于公安情报的治安预警体系,形成了"明确警义-情报规划、寻找警源-情报收集、分析警兆-情报研判、预报警度-情报发布"的工作流程。

On the Early-warning System of Public Security Based on Police Intelligence

Public security early-warning and police intelligence have the capabilities of forecast and prevention,which help the public security organs to enhance their control over the social security situation.The establishment of the early-warning system of public security based on police intelligence is the need of the current grave security situation and the inevitable result of the construction of public security information technology,the implementation of the intelligence-led policing strategy as well as the building of the public security "Great Intelligence" system.By integrating police intelligence into the early-warning system of public security,we build the early-warning system of public security based on police intelligence and have formed the work flow of "intelligence planning-a clear warning righteousness,intelligence gathering-police sources finding,intelligence analysis-analysis of warning signs,intelligence distribution-pre-alarm degree".
