论法治公安的基本内涵——用社会主义法治理念构建法治公安

为了贯彻落实党的十八大和全国政法工作会议精神,公安部提出了建设法治公安的总目标。"什么是法治公安"作为基本理论问题,需要首先明确认识。社会主义法治理念作为社会主义法治建设的指导思想,用来构建法治公安,可以系统地解决这一理论问题。根据社会主义法治理念的基本内涵,"依法治警、执法为民、公平正义、服务大局、党的领导"是法治公安的应有之义。这五个方面是一个相辅相成、不可分割的有机整体,构成了法治公安的完整理论体系。

On the Basic Connotation of Rule by Law in Public Security

In order to implement the important spirit of the 18 th CPC National Congress and the national working meeting of politics and law, the Ministry of Public Security puts forward the overall goal of constructing the concept of rule by law in public security. As the basic theoretical problem, ＂What the rule by law in public security is＂ needs to be clarified first. According to the basic contents of the socialist concept of rule by law, ＂ruling the police by law, law enforcement for the people, fairness and justice, serving overall situation, the Party＇s leadership＂ are the proper meanings. The five aspects complement each other as an organic whole, which forms a complete theoretical system of the rule by law in public security.
