| 摘 要： | 本文首先对社会管理体制、社会管理格局和社会管理体系三个概念进行了阐述。随后简要分析了新中国成立以来我国社会管理体制演变的四个阶段。在肯定我国在现代社会管理体制建设方面取得的成就的基础上,文章重点分析了我国十大社会管理体系建设方面目前所存在的问题及原因。

| Abstract: | This paper clarified first the meaning of three concepts, which are:social management system, social management framework, social management institutions.Then the author analyses the four periods of historical evolution of Chinese social management system.After summarized the achievements of building modern social management system, the author pay his attention on study the major problems and their causes of the ten kinds of social management institutions. |
