治理理论视角看韩国新村运动

中国学者对韩国新村运动的研究存在一定的局限性，只注意到了经济发展领域的强制性动员与参与，而没有触及到韩国新村运动真正的成功经验，即该运动在整个推进过程中合理利用治理理论这一“精髓”。本文运用现在社会科学界十分流行的治理原理（又称为共治或网治governance）来解释韩国新村运动的成功经验。上世纪70年代，朴正熙总统为代表的韩国政府正是合理地使用了社会性的网络型治理理论（networks governance）将当时国内所有涉及新村运动的政府部门的公务员（行动者）与民间组织（农民）进行资源的协调和整合，并在该运动中大胆地导入了具有革命性的改革政策，使社会各阶层的构成元之间形成厉害（利益）关系后最终促成了理想性的协作方式，提高了全体社会元之间的沟通、交流以及凝聚力，最后取得了举世瞩目的韩国新村运动的丰硕成果。本文以韩国新村运动的成功经验为鉴，积极探索适合中国新农村建设的实践性理论与理想模式。

In the Governance Theory View of Saemaul Undong

Chinese scholars have some limitations on the study of South Korea Saemaul Undong.They only noted the mandatory mobilization and participation on the field of economic development,but did not get the true success of the Korea experience——the reasonable use of the Governance theory.In this paper,we use the governance principle which is very popular now in scientific community to explain the successful experience of South Korea in 1970s.
