| 摘 要： | 在社会法立法缺位的情况下，探求作为社会保障制度之一的公租房制度在立法层面亦面临上位法不足等诸多现实尴尬。检视北京等八省、市公租房制度建构的立法文本，力求对公租房制度建构的法律文本进行得失评析，以期对完善公租房制度有所裨益，使之能够真正达至提高和改善民生的目标设定及促进社会公平正义的价值追求。
