| 摘 要： | 抢劫、抢夺他人财物的"飞车两抢"案件在部分地区呈高发、蔓延态势,严重影响了社会的稳定和人民群众的安全感.由于"飞车两抢"犯罪随机性、突发性强,公安机关难以迅速组织警力进行有效堵截,这增加了破案难度.我们应该从这类案件的特点和当前的实际情况出发,认真做到"三个立足".

| Abstract: | The ciminal cases of robbing and snatching of other's property on moving vehicles tend to occur more frequently and more rampantly in some areas,severely affecting social stability and security of people.Due to randomness and suddenness of the cases,it is difficult for the police to take effective actions to stop the ciminals from running away and it increases difficulty solving the cases.Hence,we should do strictly on 'the three bases',according to their rules and practical situation. |
