论群体性事件的预防策略

群体性事件是社会转型期各类社会矛盾的综合反映，是各种诱发因素和抑制因素彼此消长的结果。各级政府应设置预防机构，组建预防队伍，制定预防制度，构建预防机制，落实预防措施，把不安定因素解决在基层、解决在内部、解决在萌芽状态，防止群体性事件的发生。
