公安出入境管理基层,是指直接承担各项出入境管理工作的一线单位和工作岗位;公安出入境管理基础,是指为出入境管理业务工作和队伍建设提供支撑、保障的工作;公安出入境管理基本功,是指民警应知应会的出入境管理基本知识和技能。我们必须抓好上述三方面工作,积极落实公安部、上海市公安局加强“三基”工程建设的有关精神和部署,以全面完成“三基”工程建设各项工作任务。
