关于基层公安机关提高履行职责能力的途径

根据党的十六届四中全会关于加强党的执政能力建设的要求,结合基层公安实际,我们从　　改进领导方式、创新运行机制、讲究管理艺术、增强打击效能、提升服务层次五个方面提出了提高基层公　　安机关履行职责能力,为巩固党的执政地位、维护党的执政安全、优化党的执政环境、夯实党的执政基础　　的基本途径。

Study on Methods of Improving the Working Ability of Primary Public Security Organs

In order to improve the working ability and efficiency of primary public security organs, according to the demand of strengthening the power of the Chinese Communist Party in the Fourth Plenary Session of the 16th Central Committee of the C.P.C., we have reformed the manner of leaders, innovated in the operating mechanism, paid attention to the art of administration, strengthened fighting capacity, and advanced the level of service combining with the objective reality of primary public security organs.
