| 摘 要： | 道路交通拥堵是目前越来越引起公众关注的社会问题，建立快捷、安全、有序的现代化城市交通管理模式是构建和谐社会的时代要求。许多城市在道路建设中缺乏对未来道路车流量的预见性、超前性规划。交通管理要凸现科学人文关怀；对交通违法行为实行“零容忍”警务政策，科学、严格、规范管理，确保道路交通安全、有序、畅通；同时，要科学用警，打造警务联动机制。

| Abstract: | Traffic jam has been paid close attention to by the society.It is a trend of the times to construct a standardized traffic management model for the harmonious society.However,many cities are short of premeditated layout on roadway.We should emphasize the humanism solicitude and carry out the police service policy of"zero tolerance"in order to insure the roadway expedite for the people.At the same time,we should scientifically arrange the power of police to form the associated policing mechanism. |
