对照西方警务变革的四个阶段，我们不难发现以上海公安改革为代表的警务机制建设有着其自身的特殊性。由于历史上我们警务体制发展相对落后，为赶上世界警务发展的潮流，我们必须进行刑侦工作改革，在装备和警力投放的理念上、在价值取向上、在警务风格上、在衡量和评估警方工作上、在打击犯罪的力量主体认识上进行创新。

Inspirations from Reform Course of the West Policing System

Comparing with the four reform steps of the West policing system, we would find out the special characters of Chinese policing system. Because of being backward in history, we must reform and improve our crime investigation system in order to catch up with the trend of the West policing system. That is to say, we should innovate in the concept of equipment and police strength, the idea of value, the style of policing, the estimation of police work, and the understanding of main body to crack down on crime.
