| 摘 要： | 根据创新社会管理的现实要求，围绕警察公共关系结构要素间的逻辑关系，首先提出警察公共关系主体是影响警察公共关系和谐与否的关键要素，然后运用理论发展回顾加实践总结的方法，探讨警察公共关系主体的定义与内涵，并由此确定警察公共关系主体建设的内容，探索完善“文化·制度·科技”三位一体的警察公共关系主体建设的路径。

| Abstract: | According to realistic needs of reforming social governance and revolving around logic relationship between main elements of police public relations, the paper first suggests the main factors that affect the harmony of the police public relations and tries to discuss its definition and connotation with theory and practice. Thus the contents of the research into its development have been determined and the forms of the better development in culture, system and science have been explored. |
