侦查体制改革探要

借鉴国外的成功经验和结合我国的国情,现阶段我国的侦查体制改革应完善警检关系,建立新型侦检模式;调整侦查体制的中央事权和地方事权关系,加强我国上级警察机关对下级警察机关的控制,以遏制我国警察权力运作的过分地方化;进一步调整侦查工作的格局,建立侦查破案新机制。

Reformation on the System of Investigation

At the present time,with the reform of economical system becoming deep as well as the import of exotic capital and culture,the society facing large change is in the sharp fluctuation.The status of public order goes worse and the number of criminal case rises up.How to deal with more and more serious situation is the focal point in the process of reform in the public security system,of which the investigation stands the most.To satisfy this demand,the work must accept some adjustment.This article probes into the problem from following aspects: the division of investigation system;the trend of development;the analysis as well as judgment and the advice.
